I have to admit, I have never used either of these services outside of my training today, but here is what I have seen.
Blogger is quick. I was able to log in and start this post in 5 seconds.
Sites is a little more cumbersome. It takes a few more clicks to get content in there, but there are many more opportunities for organization, embedding, etc.
I am thinking Sites would be the superior tool for curating content, where Blogger would be best for, well, blogging.
